Is the planned transfer of the WPSU broadcast license to WHYY still happening? When will the transfer be completed?
Yes. Pending the completion of the asset transfer and transitional services agreements, the broadcast license transfer requests of the FCC will be filed. Successful outcomes to all of these steps will trigger final closing of the acquisition.
Why is Penn State transferring the WPSU license to WHYY and why is this necessary?
Penn State University has chosen to focus its resources on its core educational mission. As such, the University has determined that WPSU's long-term sustainability and growth will be best supported by another non-commercial organization. WHYY has the scale, expertise, and financial infrastructure to strengthen WPSU while preserving its public service mission.
What is the long-term vision for WPSU under WHYY?
To build a financially sustainable, locally responsive, free public media service with a strong regional identity in central & northern Pennsylvania.
Do all contributions to WPSU stay with WPSU?
Yes. Contributions designated for WPSU will continue to support WPSU's programming, operations, and local service. Funds raised in support of WPSU will remain committed to serving the central & northern Pennsylvania communities.
What happens to existing WPSU endowments or restricted gifts?
All restricted funds and endowments will continue to be used in accordance with donor intent for WPSU.
How can I best support WPSU now?
Continue your membership and financial support as you normally would. Sustained local support remains critical during the transition.
Does this signal financial trouble at WPSU?
This entire transaction seeks to avoid a shutdown of WPSU in the absence of any financial support from either Penn State University or the Federal Government.
Does this license transfer require FCC approval?
Yes. As with all broadcast license transfers, the Federal Communications Commission must review and approve the transaction before completion.
Will the public have an opportunity to comment about the license transfer?
Yes. Public comment opportunities are a part of the FCC license transfer process.
Will there be a fiduciary board for WPSU separate from WHYY's board?
WPSU will be governed by a new not-for-profit holding company. However, a Community Advisory Board will be established to ensure strong local representation and community input.
What does this transaction include?
The transfer includes all of WPSU's assets, including its broadcast licenses.
Will the WPSU brand remain?
Yes. The WPSU brand carries deep local recognition and will continue to serve central & northern Pennsylvania audiences as a community service, reflecting the transition from a university licensee to a community licensee.
Will membership categories or pledge drives change?
There are no plans to change membership categories or pledge processes.
Will underwriting and corporate sponsorship opportunities change?
Underwriting relationships will continue and are intended to grow.
How will WPSU be managed after the acquisition?
WPSU will operate under a new not-for-profit holding company created to oversee the operations of WPSU and WHYY. It is expected that the holding company will provide cost effective services to each.
Is this a sale of WPSU's license?
This is a license transfer between not-for-profit entities intended to preserve public media service in the region.
What role will Penn State play after the transition?
Penn State will no longer hold WPSU's assets, but will continue, through collaborative agreements with WPSU, to support its educational and community initiatives where mutually beneficial.
Will WPSU just broadcast WHYY's schedule?
No. WPSU will continue to provide a mix of national PBS/NPR programming along with local content. There may be strategic schedule alignment to grow audiences within the region, but WPSU will remain locally focused.
Will WPSU still produce local news and public affairs programming?
Yes. Strengthening local journalism and public service content is a central goal of this effort.
Will any existing programs be canceled?
The intention is to enhance and sustain service, not diminish it. The rate and range of additional programming will be a function of growth of earned and contributed income streams.
Will there be more local journalism resources?
WHYY's scale may allow for shared newsroom resources, collaboration, and expanded regional coverage over time.
Will children's programming and educational content continue?
Yes. Educational programming remains a core part of WPSU's public media mission.
What happens to WPSU employees?
Any WPSU employee interested in remaining with the organization subsequent to the transaction closing, will be interviewed by WHYY.
Will jobs move from State College to Philadelphia?
WPSU will continue to operate locally.
Will WPSU facilities remain in place?
There are no plans to relocate core operations.
Will WPSU's administrative systems (Finance, HR, IT, etc.) be integrated with WHYY?
Upon closure, the new not-for-profit holding company will assume responsibility to build those systems for WPSU independent of the university. Those operations will no longer be managed by Penn State University.
How does this benefit the central & northern Pennsylvania communities?
The goal is to preserve and strengthen a free, non-commercial media service for the region. This transition is designed to ensure long-term sustainability, expand fundraising capacity, and protect WPSUís trusted journalism, educational programming, and cultural storytelling. WPSU will remain locally branded, locally focused, and locally relevant,†continuing to serve the communities that rely on it.
Is this a consolidation that reduces local voices?
No. The intent is to preserve and strengthen local service. The approach emphasizes strong local identity within a larger organizational framework.
Will WPSU still reflect the unique needs of rural and central/northern Pennsylvania audiences?
Yes. This effort will allow WPSU to continue to be locally branded, locally focused, and locally relevant.
Will community events continue?
Yes. Community engagement remains a priority.
How does this strengthen public media overall?
By combining resources and expertise, WHYY and WPSU can reduce duplication, invest more in journalism, and serve regional audiences more effectively.
Will financial details be disclosed?
Regulatory disclosures will be made in accordance with not-for-profit and FCC requirements.
